Mixed-use development proposed for Devine Street

A developer is seeking a special exception to City of Columbia zoning regulations so it can build a mixed-use development that includes apartments and retail space in the 2800 block of Devine Street in the Shandon neighborhood.

The developer, Devine Station LLC, submitted its proposal to the Board of Zoning Appeals, which meets Tuesday.

(Image/Provided)The three-story former Continental American/Aflac insurance office building at 2801 Devine would be incorporated in the development. Aflac, which acquired Columbia-based Continental American in 2009, moved workers out of the Devine Street location to the company’s downtown campus on Huger Street.

A one-story office building consisting of about 14,500 square feet is located at 2835 Devine, according to the documents.

Plans show a multistory building consisting of four and five stories with retail on the ground floor to be built separately from the Aflac building.

The application notes that the site is near other multifamily residential units such as 700 Woodrow, a 61-unit, seven-story apartment building at the corner of Woodrow and Devine.

The proposed Devine Street complex also is near GranDevine, a 51-unit luxury condo complex at 705 Maple St. The condo complex is the former Schneider School building, which was restored and renovated.

The area around the proposed project includes 60 shops and services.

A separate site plan review for a new building would be submitted with the city panel greenlights rezoning of the site.
